You're at a good time of year to be buying a new iPad. If you can be patient there are surely going to be some sales for the holidays. Last year I got a 64 gig mini iPad for the price of a 32 gig.

I would go as new as you can afford. And if you wait for the sales, you can get new ones for the price that refurbished are now. For a full sized I'd go for an air or air 2 or Mini 4.

No. The iPad 2 joins the iPad 1 and iPad 3 in the 'no more updates' club.

there MIGHT be a security patch if Apple feels like it, but beyond that no more updates.

Your iPad will continue to work as it does for a while anyway. Now 'while' may be months or years, but you'll notice that your installed apps no longer get updates. It'll be like a time capsule...frozen in time, so to speak.
